Section 18(3) in U.P. Zila Panchayats Service Rules, 1970
(3)The Commission shall consider the selection made by the Departmental Selection Committee and shall, after interviewing all or any of the eligible servants, if necessary, either concur with the selection made by the Departmental Selection Committee or express their disagreement and make their own recommendations.
