Section 295 in The Bombay Provincial Municipal Corporations Act, 1949
295. Scavenger duties in certain cases may not be discharged by private individuals without Commissioner's permission. - In any portion of the City in which the Commissioner has given a public notice under clause (a) of sub-section (1) of section 131 and in any premises, wherever situate, in which there is a water-closet or privy connected with a municipal drain, it shall not be lawful, except with the written permission of the Commissioner, for any person who is not employed by or on behalf of the Commissioner to discharge any of the duties of scavengers.
