Section 11(3) in The Dangerous Drugs (Manipur Amendment) Act, 1985
(3)A treatment centre or any part thereof, which is not inside a prison or declared to be a subsidiary jail, may give treatment to any person who may voluntarily come there for treatment of addiction to dangerous drug.".
