Section 5(1) in Haryana Service of Engineers, Group A, Irrigation and Water Resource Department Act, 2010
(1)Recruitment to the Service in the respective cadre shall be made by the Government by anyone or more of the following methods: -(a)by promotion from Group B Service of the respective cadre; or(b)by transfer of an officer already in the service of a State Government or the Central Government.
