Section 17(3)(iv) in U.P. Zila Panchayats Service Rules, 1970

(iv)the Mukhya Adhikari shall cause the list to be placed before the [Zila Panchayats] [Substituted by U. P. Act No. 9 of 1994.], which shall make the appointments in order of preference indicated by the Commission with due regard to the provisions of Rule 7.
