Section 27(2) in The Orissa Beedi and Cigar Workers (Conditions of Employment) Rules, 1969
(2)Any party to the dispute aggrieved by the decision thereon under Sub rule (1) may prefer an appeal within a period of thirty days from the date of the decision to the Deputy Labour CommissionerProvided that the appellate authority (specified) in this sub-rule may admit an appeal after the said period if the appellant satisfies such authority that he had sufficient cause for not preferring the appeal within that period.
