Section 29(1) in The Delhi Narcotic Drugs Rules, 1985
(1)Subject to the provisions of these rules, no person shall, purchase, sell/possess, transport, use, consume, ware house, import or export poppy straw except under a licence or permit granted under these rules and subject to such conditions and payment of such fee as may be prescribed in these rules.
