Since the grievance of the writ petitioner is primarily against the West Bengal Board of Primary Education this Court directs Mr. Chowdhury, learned advocate to serve notice upon Mr. Ratul Biswas, learned advocate who usually appears on behalf of the West Bengal Board of Primary Education.
