Section 78(b) in The Displaced Persons (Compensation and Rehabilitation) Rules, 1955
(b)in any other case, to the Collector of the district within whose jurisdiction such deaf and dumb person or persons suffering from physical or mental disability, as the case may be, resides or to such other person as the Regional Settlement Commissioner may, having regard to the interest of the person for whom compensation is intended, deem fit, on such other person executing a security bond in a form prescribed in Appendix XX and the Collector or such other person shall hold the amount of the compensation on behalf of and for benefit of the person suffering from disability until such disability ceases to exist.
