(3)The employee should be required, within a reasonable time to be specified in the memorandum, to put in a written statement of his defence. He should also be required to state whether he desires to be heard in person, in respect of cases involving the punishment of reduction, removal or dismissal from service.(b)The circumstances in which an oral enquiry has to be held and the manner in which it should be conducted, are detailed below:-
