Section 195 in The City of Nagpur Corporation Act, 1948

195. Collection and temporary deposit of rubbish and offensive matter by occupiers of premises. - (1) The [Commissioner] may, by public notice, direct that all rubbish and offensive matter accumulating in any premises in any street or quarter of the City, specified in the notice, shall be collected by the occupier of such premises and deposited in a box, basket or other receptacle, of a kind prescribed by the Corporation, to be provided by such occupier and kept near the entrance to, or, where open space is available, within the premises.

(2)The [Commissioner] may cause public dustbins or other convenient receptacles to be provided at suitable intervals and in proper and convenient situations in streets or quarters in respect of which no notice issued under subsection (1) is for the time being in force; and may, by public notice, direct that all rubbish and offensive matter accumulating in any premises, the entrance to which is situated within fifty yards of any such receptacle, shall be collected by the occupier of such premises and deposited in such receptacle.
(3)The [Commissioner] may, by public notice, direct that all rubbish and offensive matter accumulating in any premises in any street or quarter in respect of which no notice issued under sub-section (1) or sub-section (2) is for the time being in force, shall be collected by the occupier of such premises and deposited in lump in the street on which such premises abut or in some portion of such premises.
(4)In any notice issued under any of the foregoing subsections the [Commissioner] shall prescribe the hours within which rubbish and offensive matter shall be deposited under this section.
(5)The [Commissioner] may, by public notice, direct that sweepers privately employed on the removal of sewage, rubbish or offensive matter shall remove the same in proper receptacles of a type to be approved by the [Commissioner] in such manner as not to cause any unnecessary nuisance to passers-by in the street.
