(2)Recommendations for special promotion of Senior Commissioned Officers may be made by the commanding officer concerned, through normal channels, to the Chief of the Naval Staff for consideration of the Government.Recommendations for the special promotion of Commissioned Officers (Branch List) may be made by the commanding officer concerned through normal channels for approval of the Chief of the Naval Staff.
