Section 57(vii) in Code of Regulations for Anglo-Indian Schools-Tamil Nadu State
(vii)When proper application is received at any other time and when good and sufficient reasons are shown, the Headmaster shall issue the certificates provided that his claims for fees admissible under paragraph (ii) above have been satisfied. If good and sufficient reasons are not shown, the Headmaster may refuse to grant the transfer certificate.
