Section 10(2) in The Mormugao Harbour Craft Rules, 1976
(2)No person shall he employed or registered as tindal of a licensed harbour craft unless he has been found by the Deputy Conservator efficient and accustomed to the use of the harbour craft to be placed under his charge.
