Section 80(1) in The Himachal Pradesh Panchayati Raj Act, 1994
(1)A meeting of a Panchayat Samiti shall be either ordinary or special and, except as otherwise provided under this Act, the meetings of the Panchayat Samiti shall be convened by the Chairman and in his absence by the Vice-Chairman.
