Section 13(3) in The Orissa Secretariat Service Rules, 1980
(3)The recommendations of the Commission on the reference made to it under Sub-rule (2) of Rule 12 shall be considered by Government and the list approved by Government shall be the continuing select lists of officers fit for promotion to the concerned grade.
