(4)A certificate from the Electrical Inspector of the areas concerned to the effect that the electrical installation in the cinema is in order and has been inspected and passed by him and conforms to the requirements of the rules under Indian Electricity Act, 1910, and to the rules in Chapter IV and Rules 77, 78 (3), 80, 81, 82 and 85 in Chapter V and that all directions given or conditions specified by him have been complied with and that the electrical plant and the projection apparatus is in charge of qualified hands as required by Rule 72.
