Section 5(1) in The Orissa Grama Panchayats Election Rules, 1965
(1)The Electoral Registration Officer shall split up or cause to be split up the electoral roll of the Assembly Constituency into separate electoral rolls for every ward in a Grama and the electoral roll so prepared shall be the preliminary electoral roll for the ward.
