Section 25(2) in The Delhi Agricultural Produce Marketing (Regulation) General Rules, 2000
(2)Where any person enters into any transaction for purchase or sale of any agricultural produce through a commission agent, and the commission agent, without a written authority from his principal, employs a broker in connection with such transaction, the broker's commission shall be payable by, and may be paid out of the remuneration due to such commission agent.
