Section 42(4) in The Karnataka Public Libraries Act, 1965
(4)The State Government may by notification modify or cancel any bye-law made by State Library Authority or a Local Library Authority under this section:Provided that before modifying or cancelling any bye-law, the State Government shall give the State Library Authority or the Local Library Authority concerned a reasonable opportunity to make its representations in the matter.
