Section 16(1) in The Iron Ore Mines Labour Welfare Cess Rules, 1963
(1)Every question at a meeting of an Advisory Committee shall be decided by a majority of votes of the members present and voting on that question. But the minority shall in all cases have the right or requiring their dissent to be noted.
