1. The principal question which appears to arise would be whether the Union Government could be recognized as being empowered to render the impugned clarifications which stand comprised in the Circular dated 31 December 2018.
2. We note that in terms of Section 168 of the Central Goods and Services Tax Act, 2017 [CGST], the power to issue directives is conferred solely on the Board.
3. However, we could not proceed further today since none had appeared for respondent no. 1. Consequently, let this petition be called again on 13.10.2023.
