(4)The Controler shall also fix the number of lodgers to be accommodated in each room or specified accommodation in the hotel or lodging house.Explanation.- For the purposes of this Part, a lodger who agrees to reserve accommodation in a hotel or lodging house for a period of less than a month shall be deemed to be a daily lodger.
