Section 9(2) in The Aircraft (Investigation of Accidents and Incidents) Rules, 2012
(2)The person authorised to conduct the preliminary investigation shall -(a)have powers under rule 10 of Aircraft Accident Investigation ; and(b)have access examine or otherwise deal with the aircraft as provided under sub-rule (3) or rule 7.
