Section 114(b) in The Manipur Municipalities Act,1994.
(b)takes up or alters the pavements or other materials, fences or posts on any public road, shall, for every such offence, be punishable with fine not exceeding two thousand and five hundred rupees and with a further fine not exceeding two hundred rupees for every day during which the encroachment continues after the first conviction.
