(1)The order under Section 12 shall be issued on such date as may be recommended by the Commissioner and immediately, after it is issued, the Commissioner shall, draw up [and notify] the programme of election in such manner that, as far as practicable, the election in all the wards in the Grama including the election for the Office of the Sarpanch be conducted on one and the same day and communicate the programme to all Election Officers.]
