MR. DEPUTY-SPEAKER : The House will now take up item no. 9, statement by Minister of Parliamentary Affairs.
THE MINISTER OF PARLIAMENTARY AFFAIRS AND MINISTER OF INFORMATION AND BROADCASTING (SHRI PRIYA RANJAN DASMUNSI): Mr. Deputy-Speaker, Sir, with your permission, I rise to announce that Government Business during the week commencing Monday, the 20th of February, 2006 will consist of :
1. Consideration of any item of Government Business carried over from today’s Order Paper
2. Discussion on the Motion of Thanks on the President’s Address
3. Consideration and passing of the Khadi and Village Industries (Commission) Amendment Bill, 2005
4. Consideration and passing of the Cess Laws (Repealing and Amending) Bill, 2005.
MR. DEPUTY-SPEAKER : Now, the submissions to be made by hon. Members. Shri Ramdas Athawale – not present.
SHRI KASHIRAM RANA Sir, the following items may be included in the next week’s agenda :-
1. At present there are two broad gauge tracks between Ahmedabad and Mumbai. The existing capacity of Ahmedabad-Mumbai Railway line has been over-utilised. This is creating a serious bottleneck to the traffic and hence capacity upgradation is urgently required. Konkan Railway line is already operational and its traffic potential adds to the traffic between Mumbai and Ahmedabad and, therefore, it fully justifies further augmentation of its capacity by provision of additional third and fast track. I urge upon the Government for taking up of this project with adequate budgetary provision for early completion.
2. The section of N.H.-8 between Vadodara and Surat carries probably the heaviest traffic in the country. As a result of repeated requests by Government of Gujarat, six-laning and strengthening of the above stretch has been taken up by National Highway Authority of India on B.O.T. basis. Tenders have been also received. Immediate starting of the work on the project is requested.
श्री टेक लाल महतो उपाध्यक्ष महोदय, कृपया आगामी सप्ताह की कार्य-सूची में निम्न विषयों को सम्मिलित कर कृतार्थ करें:
(1) झारखण्ड राज्य स्थित बोकारो जिलान्तर्गत स्वांग कोलियरी का रुपये १८ करोड़ एवं कुड़पनिया कोलियरी नम्बर ४ का दो करोड़ रुपया झारखण्ड के वन विभाग में जमा है, किन्तु ये दोनों कोलियरी वन विभाग की वन सीमा से बाहर नहीं होने के कारण कोयला उत्पादन कार्य ठप्प है। इन दोनों कोलियरियों को वन सीमा से बाहर करवाकर शीघ्रातिशीघ्र उत्पादन कार्य शुरू कराया जाए।
(2) झारखण्ड राज्य अन्तर्गत बोकारो जिला के बोकारो थर्मल प्लांट एवं चन्द्रपुरा थर्मल प्लांट द्वारा हजारों किसानों की जमीन अर्जित की गई है। फलस्वरूप दर्जनों गांव विस्थापित हुए एवं कई सौ गांवों के लाखों लोग थर्मल प्लांट की दूषित वायु से प्रभावित हुए हैं, किन्तु नियोजन एवं अन्य ठेका कार्यों में उन्हें कोई सुविधा एवं प्राथमिकता नहीं दी जा रही है।
आपके माध्यम से सरकार से निवेदन है कि नियोजन, ठेकेदारी एवं अन्य आर्थिक उपार्जन में स्थानीय विस्थापितों को प्राथमिकता दी जाए तथा पेयजल एवं स्वास्थ्य सेवा की समुचित व्यवस्था कराई जाए।
प्रो. रासा सिंह रावत उपाध्यक्ष महोदय, कृपया आगामी सप्ताह की कार्य-सूची में निम्न विषयों को सम्मिलित कर कृतार्थ करें:
(१)एक लाख से अधिक आबादी वाले सुप्रसिद्ध औद्योगिक एवं व्यापारिक नगर ब्यावर में सुपरफास्ट आश्रम एक्सप्रैस (९१०५/9106) को जनहित में दो मिनट का ठहराव दिए जाने की आवश्यकता।
(२)राजस्थान की वशिष्ट भोगौलिक, प्राकृतिक एवं सीमावर्ती स्थिति तथा लगातार कई वर्षों से अकाल एवं सूखे से उत्पन्न संकट को देखते हुए उसके आर्थिक पिछड़ेपन को दूर करने के लिए राजस्थान को अन्य राज्यों की भांति आर्थिक सहायता के रूप में विशेष पैकेज प्रदान किये जाने की आवश्यकता।
SHRI SUNIL KHAN Sir, the following items may be included in the next week's agenda :-
1. The age of superannuation of the employees of B.O.G.L. is 60 years. A decision was taken by the Board of Directors of the company long back on 16.7.2003 to reduce the same to 58 years, which however was not implemented and the employees were allowed to superannuate at the age of 60 years till date. The company has now all of a sudden decided to implement the said decision of 16.7.2003 with effect from 1.4.2005. This has naturally evoked widespread resentment amongst the 188 existing employees of the company. An unimplemented decision of 2003 is quite unjustified.
2. The farming community and the retired people from various sectors deposit their money in MIS, but the Government has withdrawn 10 per cent bonus from MIS within four years. The Government has also cut down interest rate for various schemes like MIS, NSC and EPF. Keeping in view the interests of the retired people, Government should immediately roll back 10 per cent bonus from MIS.
डॉ. सत्यनारायण जटिया *उपाध्यक्ष महोदय, कृपया आगामी सप्ताह की कार्य-सूची में निम्न विषयों को सम्मिलित कर कृतार्थ करें:
(१)ग्रामीण एवं नगरीय क्षेत्रों में पेयजल प्रदाय के रुाोतों के पर्याप्त भंडारण संरक्षित करने तथा प्रदूषणमुक्त करने के लिए प्रभावी उपाय किये जायें तथा नदी जल को प्रदूषण मुक्त करने की प्रभावी प्रणाली स्थापित करने के लिए केन्द्र सरकार स्थानीय निकायों को वित्तीय अनुदान एवं सहायता प्रदान करें।
(२)देश में गांवों एवं दूरस्थ अंचलों में सूक्ष्म तरंग दूरसंचार सेवा का विस्तार करने की आवश्यकता है। मध्य प्रदेश के ग्रामीण अंचलों और दूरस्थ क्षेत्र दूरसंचार सुविधाओं से वंचित है। अतएव केन्द्र सरकार ग्रामीण क्षेत्रों में समुचित दूरसंचार सेवाओं को सुनिश्चित करे।
श्री शैलेन्द्र कुमार उपाध्यक्ष महोदय, कृपया आगामी सप्ताह की कार्य-सूची में निम्न विषयों को सम्मिलित कर कृतार्थ करें:
(१)देश के अन्दर शक्षित बेरोजगारों (नवयुवकों, छात्राओं) को नौकरी की गारण्टी सुनिश्चित हो या बेरोजगारी भत्ता सुनिश्चित किया जाए।
