Section 12(1) in The Bihar (Coal Mining) Area Development Authority Act, 1986
(1)Subject to such control and restrictions as may be prescribed by the rule, the Authority may appoint such members or other officers and employees (including experts for technical works) as may be necessary for the efficient performance of its functions and may determine their designations and grades.
