Title: Regarding Government Business for the remaining part of the Budget session.
THE MINISTER OF PARLIAMENTARY AFFAIRS AND MINISTER OF INFORMATION TECHNOLOGY (SHRI PRAMOD MAHAJAN): With your permission, Sir, I rise to announce that Government Business during the remaining part of the Budget Session will consist of:-
1. Consideration of any item of Government Business carried over from today’s Order Paper.
2. Consideration and passing of the following Bills:-
(i) The Information Technology Bill, 1999
(ii) The Salary, Allowances and Pension of Members of Parliament (Amendment) Bill, 2000.
(iii) The Leaders and Chief Whips’ of recognised parties and Groups (Facililities) Amendment Bill, 2000.
(iv) The Major Port Trusts (Amendment) Bill, 2000 as passed by Rajya Sabha.
(vi) The Motor Vehicles (Amendment) Bill, 2000.

Largest Public Sector Undertaking in Kerala namely FACT (Fertilisers and Chemicals Travancore) is running at a loss due to non-marketing of Ammonium Sulphate.
Due to price rise, delivery of rice and other food materials from FCI godowns are at a standstill at Kerala. The open market prices have become lower than the price at the Central Department.

श्री हरीभाऊ शंकर महाले (मालेगांव) : अध्यक्ष महोदय, आगामी सप्ताह में निम्नलखित विषय चर्चा के लिए समाविष्ट करने का कष्ट करें :-
नासिक महाराष्ट्र २००३ में बड़ा कुंभमेला होने वाला है। इसमें देवलाली, नासिकरोड, नासिक यंबकेश्वर आता है। कुंभ मेला के पहले सुविधा होने के लिए केंद्र सरकार से आर्थिक सहायता मिलना जरूरी है।
महाराष्ट्र राज्य में विशेषत : मालेगांव, भिवंडी, इचलकरंजी, यहां पॉवरलूम की संख्या ज्यादा है। पंद्रह लाख लोग निर्भर करते हैं लेकिन यह पॉवरलूम पर भारी आर्थिक संकट आय़ा है। सूद की कीमत कम करना, गोडाउन की संख्या बढ़ाना, ब्याज दर कम करना।
श्री रवीन्द्र कुमार पाण्डेय (गरिडीह) : अध्यक्ष महोदय, कृपया अगले सप्ताह की कार्यसूची में निम्नलखित विषय को चर्चा हेतु सम्मिलित करने की अनुमति प्रदान करने की कृपा करें :-
१. सेन्ट्रल कोलफील्ड्स लमिटेड के बोकारो एवं करगली क्षेत्र के अंगवाली कोयला खदान को अविलम्ब खोलने की व्यवस्था की जाये।
२.बिहार राज्य के गरिडीह जिला के आदिवासी इलाके में खाद्य प्रसंस्करण उद्योग स्थापित करने हेतु सरकार द्वारा विशेष नधि का आबंटन एवं सरकारी अभिकरणों द्वारा उचित सहयोग प्रदान करने की महती आवश्यकता।
श्री रामजी लाल सुमन (फिरोजाबाद) : अध्यक्ष महोदय, कृपया निम्न विषय लोक सभा के आगामी सप्ताह की कार्य सूची में सम्मिलित करने का कष्ट करें :-
१. सम्पूर्ण देश में दलितों का सामूहिक नरसंहार एवं उनके उत्पीड़न पर विचार।
२.प्राकृतिक आपदा चक्रवात एवं तूफान से हुए धन एवं जन की हानि से उत्पन्न स्थिति पर विचार।
श्री पुन्नू लाल मोहले (बिलासपुर) : अध्यक्ष महोदय, अगले सप्ताह की कार्यसूची में निम्न विषय जोड़े जायें :-
१. प्रधानमंत्री रोजगार योजना के अन्तर्गत देशभर के बेरोजगारों को दो लाख रुपये तक ऋण देने की योजना में जिला उद्योग केन्द्र द्वारा स्वीकृत ऋण बैंकों द्वारा टालमटोल किया जा रहा है। डिफाल्ट परिवार सदस्य घोषित नहीं के बावजूद ऋण नहीं देने से युवक कठिनाइयों का सामना कर रहे हैं। सरकार तत्काल बैंकों को ऋण देने हेतु बाध्य करे जिससे बेरोजगार समय पर ऋण प्राप्त कर सकें।
२.भारत भर के किसानों को सिंचाई सुविधा हेतु प्रत्येक ग्राम में शत-प्रतिशत अनुदान पर टयूबवैल एवं विद्युत व्यवस्था सहित केन्द्र सरकार स्वीकृत करे।

अभी हाल में मोटर लगे चरखे में १२,१६ और २४ तकालवों के उपयोग की सफल खोज हुई है। इसके सार्वजनिक व औद्योगिक उपयोग को बढ़ावा देकर, पिछड़े ग्रामीण अंचलों में रोजगार के अवसर पैदा कर लोगों को आजीविका के साधन दिए जा सकते हैं। अत: सरकार से अनुरोध है कि इन चरखों को औद्योगिक क्षेत्र में उपयोग करने को बढ़ावा देने के लिए राष्ट्रीय स्तर पर कार्य योजना तैयार की जाए।

अभी हाल ही में बिहार राज्य से अलग कर एक नए राज्य की घोषणा की गई है। नए राज्य में १८ जिले होंगे, जो शेष बिहार की तुलना में अधिक सक्षम हैं। इस राज्य के आय के साधन तुलनात्मक अधिक हैं, जबकि क्षेत्रफल और जनसंख्या कम है । वनांचल खानों, उद्योंगों, वनों से राजस्व प्राप्त करता है, शेष बिहार के पास मात्र खेती और वह भी बाढ़ से प्रभावित, आय का साधन है। शेष बिहार के सामने आज अस्तित्व का ही प्रश्न आकर खड़ा हो गया है। (इति) …( व्यवधान)
