1. A perusal of the facts of the case would indicate that the petitioner seems to be aggrieved by a Memorandum dated 01.01.2026 arising out of proceedings conducted by the Internal Complaints Committee (ICC), Intelligence Bureau. Various grounds have been taken to challenge the same.
2. The Court, however, finds that the aforesaid Memorandum calls upon the petitioner to file the representation on the inquiry report. For the sake of clarity, the Memorandum dated 01.01.2026 is extracted as under:
"Memorandum WHEREAS an inquiry under Rule 14 of the CCS (CCA) Rules, 1965 is being held against Shri Rahul Kapoor (PIS No.127510), This is a digitally signed order.

2. AND WHEREAS, Internal Complaints Committee (ICC), IB Hqrs., was appointed Inquiring Authority, vide Order No. 1/C-8/2022(169) dt. 16.11.23, to inquire into the charges against him;
3. AND WHEREAS, the Inquiring Authority submitted inquiry report dt. nil (copy enclosed);
4. NOW, THEREFORE, Shri Rahul Kapoor, DCIO/Exe is given an opportunity of making submission or representation on the inquiry report within 15 days from the date of receipt of this memo."
3. Learned counsel for the petitioner submits that the response was submitted, however, the respondents have not taken any decision thereof.
4. The Court finds that if the petitioner has submitted a response, let the same be considered in accordance with law and a decision be taken by the respondents within a period of two (2) months from the date of receipt of a copy of this order passed today.
5. If the petitioner has any further grievance, he shall be at liberty to take appropriate recourse in accordance with law.
6. With the aforesaid directions, the petition, along with pending applications, stands disposed of.
