Section 25(i) in The Chhattisgarh Municipal Service (Executive) Rules, 1973
(i)The general criteria is that the person should be efficient in the performance of the particular duties entrusted to him and that he is capable of discharging higher responsibilities. Confidential reports for this purpose shall be taken into consideration.
