Section 3(1) in U.P. Street Vendors (Protection of Livelihood and Regulation of Street Vending) Rules, 2017
(1)No Person shall, without certificate of vending under these rules, cover any place, display or install any thing in connection with sale or provide services or goods by vending on any public place or open space.
