1. Without prejudice to the rights and contentions of the parties in this petition, Ms. Madhavi Divan, learned Senior Counsel for the petitioner, submits that the petitioner would like to make a proposal by which the rakes in question can be can be brought into use, subject to the final disposal of the petition.

2. Ms. Pratima N. Lakra, learned Central Government Standing Counsel, submits that if the petitioner makes a proposal to the respondents, the respondents will consider it with the objective of a resolution that might assist the parties in narrowing down the controversy.
