Section 35(2) in Bihar High Schools (Constitution, Powers and Functions of Managing Committee) Rules, 1964
(2)All questions relating to admission of pupils, their periodical examinations, their promotions the grant of transfer certificates and selection of candidates for Secondary/Higher Secondary School Examination shall be decided by the Headmaster according to such orders as are laid down form time to time by the competent authorities.
