Section 146 in The Manipur Municipalities Act,1994.
146. Power to require owner to drain land.-
If any laud, near a sower, drain or other outlet into which such land may, in the opinion of the Nagar Panchayat or as the case may be, the Council, be drained, is not drained to the satisfaction of the Nagar Panchayat or as the came may be, of the Council, it may require the owner within one month to drain the said land into such sewer, drain or outlet.
