Section 13(1) in U.P. Urban Planning and Development Act, 1973
(1)[The Authority] [Substituted by UP Act. No. 19 of 1976] may make any amendments in the master plan or the zonal development plan as it thinks fit, being amendments which, in its opinion do not effect important alteration in the character of the plan and which do not relate to the extent of land uses or the standards of population density.
