Section 984(1) in Rules under the United Provinces Excise Act, 1910
(1)The exporter shall make his own arrangement to purchase the drugs. He shall then obtain from the Collector of the district authority to export the drugs. The Collector shall, unless he sees any reason to the contrary-(i) authorize the Excise Inspector in-charge of the bonded warehouse from which the drugs are to be exported to issue the drugs, or (ii) where Bhang is to be exported from a place or storage, authorize the Excise Inspector in whose circle the place of storage lies to issue the Bhang.
