Section 83(2) in The Corporation of the City of Panaji (Election) Rules, 2004
(2)The control unit and the balloting unit shall thereafter be sealed and secured separately in such a manner as the Commission may direct and the seal used for securing them shall be so affixed that it will not be possible to open the units without breaking the seals.
