Section 12(1) in The Assam Co-operative Societies Rules, 1953
(1)When it appears to an affiliating society or financing bank that the amendment of the bye-laws of a society which is affiliated or indebted to it is necessary or desirable, it may direct such a society to make the amendment, only in respect of matters pertaining to-(a)the constitution of its administrative council and the managing body; and(b)the investment of funds.
