Section 34(1)(b) in Bihar High Schools (Constitution, Powers and Functions of Managing Committee) Rules, 1964

(b)The Secretary may, with the approval of the Committee, delegate any of his powers and functions to any other officer or authority appointed or established under these Rules, but the ultimate responsibility shall vest in him.
