Section 299(2) in The Orissa Municipal Corporation Act, 2003
(2)Not less than fifteen days before any work under this Section is commenced, the Commissioner shall give written notice to the owner of all the premises relating to-(a)the nature of the intended work;(b)the estimated expenses thereof; and(c)the proportion of such expenses payable by each owner.
