(3)If the Vice-President dies or resigns his office or ceases to hold office, the members of the Council shall elect from among themselves another Vice-President in such manner as may be prescribed, and such Vice-President shall hold office for the unexpired portion of the term of the office of the former Vice-President whose office he fills.
