Whenever the solvency of a surety is to be verified, a statement of assets and liabilities declared to be true and complete to the best of his knowledge and belief shall be obtained from the surety and verified, as far as possible, before he is accepted. It should be seen that only realizable assets are taken into consideration; land, e.g., occupancy land, which cannot be attached or sold, should not be taken into account.
