- Principals of Government Professional Colleges and Headmasters/Principals of Government High/Higher Secondary Schools are authorised to incur expenditure on the purchase of papers and periodicals out of the fixed allotments for the Common Rooms under their control provided that the total expenditure on this item does not exceed the allotment sanctioned for the Common Rooms. Every bill presented to a treasury on this account should contain a certificate by the Drawing Officer to the effect that the expenditure is within the sanctioned allotment.(G.
