(3)The havest from which the new demand shall take effect shall be announced to the headmen and other persons interested, and shall be noted in the memorandum furnished to the headmen.(e)The manner in which the rate of incidence of the land-revenue is to be calculated for the purpose of sub-section (3) of section 51.
