(2)One English Newspaper in the case of an internee who understands English, one newspaper in an Indian language and one periodical shall be supplied to each internee, if literate, at Government Cost, if not available in jail library provided that, where several internees are accommodated together in one common ward, the newspaper and periodicals as aforesaid shall be supplied not to each internee but for every eight such internees.
