Section 27(a) in The Madurai City Municipal Corporation Service Rules, 1975
(a)The Commissioner shall assess the number of vacancies that would occur by superannuation of existing incumbents, creation of new or additional posts within a period of six months or one year, as he considers necessary, under each class or category of the service.
