Section 9(3) in The Punjab Payment of Wages Rules, 1937
(3)two representatives of the workers, [elected from amongst themselves in the presence of the Labour Inspector of the area by a secret ballot for which a fourteen days prior notice shall be given by the management of the factory or the Industrial establishment to the said Labour Inspector by registered post and by displaying a copy thereof at the notice board of such factory or Industrial establishment], which shall be the prescribed authority for the purposes of sub-sections (1) and (8) of section 8].
