Section 32(1) in The Himachal Pradesh Town and Country Planning Act, 1977
(1)Any applicant aggrieved by an order granting permission on conditions or refusing permission under section 31 may, within thirty days of the date of communication of order to him, prefer an appeal to an officer not below the rank of a [Secretary] [As amended vide Himachal Pradesh Town and Country Planning (Amendment)Act No. 14 of 1981.], appointed by the State Government in this behalf, and such an appeal shall be made in such manner and accompanied by such fees as may be prescribed.
