Section 4(b) in The Information Technology (Qualification And Experience Of Adjudicating Officers And Manner Of Holding Enquiry) Rules, 2003
(b)The complaint shall be made to the Adjudicating Officer of the State or Union Territory on the basis of location of Computer System, Computer Network as defined in sub-section (2) of section 75 of Information Technology Act on a plain paper on the proforma attached to these rules together with the fee payable calculated on the basis of damages claimed by way of compensation.
